Biographical / Historical
Howard C. Sykes was a mineral consultant. During World War II he served as consultant to the National Defense Advisory Commission and the Office of Production Management, as United States member of the United States-Canadian Raw Materials Commission, and as United States deputy and executive secretary of the Combined Raw Materials Board.
